system.scm: add "SetEnv" to sshd
Explicitly set `GIT_CONFIG_GLOBAL=/etc/gitconfig` so that one can push
with options (e.g. `git push -o ci.skip`) without having to authorize
Git repositories individually, as `/etc/gitconfig` already contains
that.
