Split RPL_ISUPPORT to stay under 15 params per line
Modern IRC limits a single 005 reply to 15 parameters, so the
single line was at risk of being trimmed by spec-strict clients
once new tokens crept in. Move half of the tokens onto a second
005 line and keep both under the limit.
